It is now closer to Christmas 2012 than Christmas 2011! The excitement of the holiday season is just a memory in most retailers' minds. The economy is sluggish, the UCLA Anderson School's economic forecast expects the recovery to take at least another two years to return to our 2007 economic levels. California is lagging behind almost every other state in the Union.

The city council is about to approve the 2012-2013 "place holder" budget with hopes of placing on the ballot for November a half-cent additional city sales tax. The proposed tax needs a 50% plus one vote to pass in November if there are no special spending restrictions on the proposal.

Why all the concern over governmental debt? When I was on the city council 2000-2008 the General Accounting Board set a new standard that government agencies, such as states, counties and cities needed to disclose their debts and encumbrances to the public. This was implemented over a number of years depending on the size of each governmental entity.

Last Friday's dismal "Job Report" for May 2012 is not just a blip in the unemployment statistics, it is a warning!! To keep doing the same thing over and over again is the definition of insanity according to Sigmund Freud.

 

I heard Secretary of Labor Hilda Solice say that Congress needs to pass legislation for spending on public safety so local and state government can hire more employees, that's the issue!  I support public safety and understand the need for it, but having local services funded through Washington seems to increase the overhead, takes away local control, and adds to our National Debt.

This, the last day of May means that tomorrow is June 1st, when government gets serious about the annual budget. It seems to me, especially at the state level, that spending has become the most important item our elected representatives care about, without considering job creation as a factor in the state and local economies.
